為貫徹落實《國(guo)務院辦公廳關(guan)于促進(jin)建(jian)筑(zhu)業(ye)持(chi)續健康發(fa)展(zhan)的意(yi)見》(國(guo)辦發(fa)〔2017〕19號)和(he)《甘肅省(sheng)人(ren)民政(zheng)府辦公廳關(guan)于推(tui)進(jin)建(jian)筑(zhu)業(ye)持(chi)續健康發(fa)展(zhan)的實施(shi)意(yi)見》(甘政(zheng)辦發(fa)〔2018〕142號)等文件精神,進(jin)一步(bu)完善我省(sheng)房屋建(jian)筑(zhu)和(he)市政(zheng)基(ji)礎設(she)(she)施(shi)工(gong)(gong)(gong)(gong)程(cheng)建(jian)設(she)(she)組織模式,提高(gao)投資效益、工(gong)(gong)(gong)(gong)程(cheng)建(jian)設(she)(she)質(zhi)量和(he)運營(ying)效率(lv),推(tui)動建(jian)筑(zhu)業(ye)高(gao)質(zhi)量發(fa)展(zhan),按照《國(guo)家發(fa)展(zhan)改(gai)革委 住房城(cheng)鄉建(jian)設(she)(she)部關(guan)于推(tui)進(jin)全過程(cheng)工(gong)(gong)(gong)(gong)程(cheng)咨(zi)詢服(fu)(fu)務發(fa)展(zhan)的指導意(yi)見》(發(fa)改(gai)投資規〔2019〕515號),現對我省(sheng)房屋建(jian)筑(zhu)和(he)市政(zheng)基(ji)礎設(she)(she)施(shi)工(gong)(gong)(gong)(gong)程(cheng)領域(yu)推(tui)進(jin)全過程(cheng)工(gong)(gong)(gong)(gong)程(cheng)咨(zi)詢服(fu)(fu)務發(fa)展(zhan)提出以下實施(shi)意(yi)見。

一、指(zhi)導思想(xiang)

堅持(chi)以(yi)習近(jin)平新(xin)時(shi)代中(zhong)國特(te)色社會主義思想為指導(dao),深(shen)入(ru)貫徹落(luo)實黨的(de)十九大(da)和(he)(he)十九屆(jie)二中(zhong)、三中(zhong)、四中(zhong)、五中(zhong)全(quan)會精(jing)(jing)神及(ji)習近(jin)平總書記(ji)對(dui)甘肅重要講話和(he)(he)指示(shi)精(jing)(jing)神,完(wan)善政策措施(shi),創新(xin)工(gong)程(cheng)(cheng)咨(zi)詢(xun)服(fu)務(wu)組織實施(shi)方式,優(you)化(hua)全(quan)過程(cheng)(cheng)工(gong)程(cheng)(cheng)咨(zi)詢(xun)服(fu)務(wu)市(shi)場環境,大(da)力發展以(yi)市(shi)場需求(qiu)為導(dao)向(xiang)、滿足委托(tuo)方多樣化(hua)需求(qiu)的(de)全(quan)過程(cheng)(cheng)工(gong)程(cheng)(cheng)咨(zi)詢(xun)服(fu)務(wu)模式,有效提升投資(zi)效益、工(gong)程(cheng)(cheng)建(jian)設(she)質量和(he)(he)運營(ying)效率。

二(er)、目標要求(qiu)

在我(wo)省(sheng)房(fang)屋(wu)建(jian)(jian)筑和市(shi)政基礎設(she)施工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)領域(yu)項(xiang)目決(jue)策(ce)和建(jian)(jian)設(she)實(shi)施兩個階段,積極培育發展(zhan)投(tou)(tou)資決(jue)策(ce)綜合性咨(zi)詢(xun)(xun)和工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)建(jian)(jian)設(she)全過(guo)(guo)(guo)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun),以投(tou)(tou)資決(jue)策(ce)綜合性咨(zi)詢(xun)(xun)促(cu)進投(tou)(tou)資決(jue)策(ce)科學(xue)化,以工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)建(jian)(jian)設(she)全過(guo)(guo)(guo)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)推(tui)動完(wan)善工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)建(jian)(jian)設(she)組織模式。發揮(hui)政府投(tou)(tou)資項(xiang)目的(de)示范引(yin)領作(zuo)用,在各市(shi)州引(yin)導一(yi)批政府投(tou)(tou)資的(de)重大項(xiang)目工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)決(jue)策(ce)和建(jian)(jian)設(she)帶頭推(tui)行(xing)全過(guo)(guo)(guo)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)模式,提(ti)(ti)高(gao)對全過(guo)(guo)(guo)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)服(fu)(fu)務(wu)的(de)行(xing)業認知(zhi)度和影響力(li)。逐步培育一(yi)批省(sheng)內(nei)全過(guo)(guo)(guo)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)骨干企業,引(yin)導咨(zi)詢(xun)(xun)單位提(ti)(ti)升全過(guo)(guo)(guo)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)服(fu)(fu)務(wu)能力(li),提(ti)(ti)高(gao)我(wo)省(sheng)全過(guo)(guo)(guo)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)的(de)供給質量(liang)和能力(li)。建(jian)(jian)立完(wan)善全過(guo)(guo)(guo)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)監管制度,創(chuang)新(xin)監管方式,規范咨(zi)詢(xun)(xun)單位和從業人(ren)員的(de)市(shi)場行(xing)為,促(cu)進全過(guo)(guo)(guo)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)服(fu)(fu)務(wu)在我(wo)省(sheng)的(de)健康有序(xu)發展(zhan)。

三(san)、工作內容

(一)全過程工程咨詢(xun)服務(wu)范(fan)圍

全(quan)過(guo)程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)范圍包括(kuo)在項(xiang)(xiang)目(mu)(mu)投資(zi)決策(ce)(ce)(ce)、工(gong)程(cheng)(cheng)(cheng)建設(she)(she)、運營管理(li)過(guo)程(cheng)(cheng)(cheng)中,工(gong)程(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)單(dan)(dan)(dan)位(wei)向(xiang)委(wei)托(tuo)(tuo)(tuo)方(fang)持續提供包含項(xiang)(xiang)目(mu)(mu)建議、可(ke)行(xing)性(xing)研(yan)究、初(chu)步設(she)(she)計及概算實施方(fang)案(an)、投融資(zi)策(ce)(ce)(ce)劃(hua)、招(zhao)標代理(li)、勘(kan)察(cha)、設(she)(she)計、監理(li)、造價、項(xiang)(xiang)目(mu)(mu)管理(li)、竣工(gong)驗(yan)收、項(xiang)(xiang)目(mu)(mu)后評(ping)價等(deng)部(bu)分或(huo)全(quan)部(bu)內容的(de)咨(zi)詢(xun)(xun)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)。在房屋建筑和(he)市政基礎設(she)(she)施工(gong)程(cheng)(cheng)(cheng)投資(zi)決策(ce)(ce)(ce)環節,鼓勵(li)(li)投資(zi)者或(huo)建設(she)(she)單(dan)(dan)(dan)位(wei)委(wei)托(tuo)(tuo)(tuo)工(gong)程(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)單(dan)(dan)(dan)位(wei)提供投資(zi)決策(ce)(ce)(ce)綜合性(xing)咨(zi)詢(xun)(xun)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu),統籌(chou)考(kao)慮影(ying)響(xiang)項(xiang)(xiang)目(mu)(mu)可(ke)行(xing)性(xing)的(de)各種(zhong)因(yin)素,增強決策(ce)(ce)(ce)論(lun)證的(de)科學(xue)性(xing)、協(xie)調(diao)性(xing)。在房屋建筑和(he)市政基礎設(she)(she)施工(gong)程(cheng)(cheng)(cheng)建設(she)(she)中,鼓勵(li)(li)建設(she)(she)單(dan)(dan)(dan)位(wei)委(wei)托(tuo)(tuo)(tuo)咨(zi)詢(xun)(xun)單(dan)(dan)(dan)位(wei)提供招(zhao)標代理(li)、勘(kan)察(cha)、設(she)(she)計、監理(li)、造價、項(xiang)(xiang)目(mu)(mu)管理(li)等(deng)工(gong)程(cheng)(cheng)(cheng)建設(she)(she)全(quan)過(guo)程(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu),滿足建設(she)(she)單(dan)(dan)(dan)位(wei)一(yi)體化服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)需求(qiu),增強工(gong)程(cheng)(cheng)(cheng)建設(she)(she)過(guo)程(cheng)(cheng)(cheng)的(de)協(xie)同性(xing)。

(二)全過(guo)程工程咨詢服務委托方式(shi)

1、投(tou)資(zi)者或建設(she)單(dan)(dan)位(wei)可通(tong)過(guo)招標或直接(jie)委托方(fang)式選擇全過(guo)程(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)咨詢(xun)服務(wu)單(dan)(dan)位(wei)。全過(guo)程(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)咨詢(xun)業務(wu)包含依法必須招標的(de)勘(kan)察(cha)、設(she)計、監理等內容的(de),應(ying)當通(tong)過(guo)招標確定工(gong)(gong)程(cheng)(cheng)咨詢(xun)單(dan)(dan)位(wei)。

2、建設單(dan)位選擇(ze)具有相應(ying)工程(cheng)勘察、設計、監理(li)或(huo)(huo)造價咨(zi)詢(xun)資質(zhi)的單(dan)位開展(zhan)全(quan)過程(cheng)咨(zi)詢(xun)服務的,除法律法規另有規定外,可(ke)不(bu)再另行委(wei)托勘察、設計、監理(li)或(huo)(huo)造價咨(zi)詢(xun)單(dan)位。

(三)全過程工程咨詢(xun)服務(wu)方(fang)式

1、投資決(jue)策綜合(he)(he)性(xing)咨詢(xun)服(fu)(fu)務(wu)(wu)(wu)可由(you)工程咨詢(xun)單位采取市場合(he)(he)作(zuo)、委托(tuo)專業服(fu)(fu)務(wu)(wu)(wu)等(deng)方式牽頭提(ti)(ti)供(gong),或由(you)其會同(tong)(tong)具備(bei)相應(ying)資格的(de)服(fu)(fu)務(wu)(wu)(wu)機(ji)構聯合(he)(he)提(ti)(ti)供(gong)。牽頭提(ti)(ti)供(gong)投資決(jue)策綜合(he)(he)性(xing)咨詢(xun)服(fu)(fu)務(wu)(wu)(wu)的(de)機(ji)構,根據與(yu)委托(tuo)方合(he)(he)同(tong)(tong)約定對服(fu)(fu)務(wu)(wu)(wu)成(cheng)果承擔(dan)總體(ti)責任;聯合(he)(he)提(ti)(ti)供(gong)投資決(jue)策綜合(he)(he)性(xing)咨詢(xun)服(fu)(fu)務(wu)(wu)(wu)的(de),各合(he)(he)作(zuo)方承擔(dan)相應(ying)責任。

2、工程建設全(quan)過程咨(zi)詢服務應(ying)(ying)當(dang)由一家具有(you)綜合(he)能力的(de)咨(zi)詢單位(wei)實施(shi),也可由多家具有(you)招標(biao)代理、勘(kan)察、設計(ji)、監理、造價(jia)、項目管理等不同能力的(de)咨(zi)詢單位(wei)聯合(he)實施(shi)。由多家咨(zi)詢單位(wei)聯合(he)實施(shi)的(de),應(ying)(ying)當(dang)明確牽頭單位(wei)及(ji)各單位(wei)的(de)權(quan)利、義務和責任。

全過程(cheng)咨詢單位(wei)提供勘察、設計(ji)、監(jian)理或(huo)造價咨詢服務時,應當具有與工程(cheng)規(gui)模及委托內(nei)容(rong)相適應的資(zi)質(zhi)條(tiao)件,并自行完(wan)成自有資(zi)質(zhi)證(zheng)書許可范(fan)圍內(nei)的業務。

(四)全過程工程咨(zi)詢服務酬(chou)金計取方(fang)式

全過(guo)程工程咨(zi)詢(xun)(xun)(xun)服(fu)(fu)務酬(chou)(chou)金可在項目投資(zi)(zi)中列(lie)支(zhi),所對(dui)應的(de)單(dan)項咨(zi)詢(xun)(xun)(xun)服(fu)(fu)務費(fei)(fei)(fei)用不(bu)再(zai)列(lie)支(zhi),也(ye)可根(gen)據所包含的(de)具體服(fu)(fu)務事(shi)項,通過(guo)項目投資(zi)(zi)中列(lie)支(zhi)的(de)投資(zi)(zi)咨(zi)詢(xun)(xun)(xun)、招(zhao)標代理(li)、勘察、設(she)計、監理(li)、造價(jia)、項目管理(li)等(deng)費(fei)(fei)(fei)用進行支(zhi)付。全過(guo)程工程咨(zi)詢(xun)(xun)(xun)服(fu)(fu)務酬(chou)(chou)金可按(an)各專項服(fu)(fu)務酬(chou)(chou)金疊加(jia)(jia)后再(zai)增加(jia)(jia)相應統籌管理(li)費(fei)(fei)(fei)用計取,也(ye)可按(an)人(ren)工成本(ben)加(jia)(jia)酬(chou)(chou)金方式計取。鼓勵(li)投資(zi)(zi)者或建(jian)設(she)單(dan)位根(gen)據咨(zi)詢(xun)(xun)(xun)服(fu)(fu)務節約的(de)投資(zi)(zi)額對(dui)咨(zi)詢(xun)(xun)(xun)單(dan)位予以(yi)獎勵(li)。

四(si)、保障措施(shi)及工作要求

(一(yi))各級住(zhu)房城(cheng)鄉建設、發(fa)展(zhan)改革(ge)部(bu)門要高度(du)重視(shi)并(bing)有效推進全(quan)(quan)過(guo)程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)服務(wu)(wu)的發(fa)展(zhan),根據(ju)職責(ze)分工(gong),創新(xin)管理機制,完善配套政策,加(jia)強對全(quan)(quan)過(guo)程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)服務(wu)(wu)活動的引導和(he)(he)支持,加(jia)強與財政、稅務(wu)(wu)、審計(ji)等有關部(bu)門的溝通協調,切實(shi)解決制約全(quan)(quan)過(guo)程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)實(shi)施中的實(shi)際問題(ti)。同時要結合(he)本地(di)實(shi)際,建立(li)全(quan)(quan)過(guo)程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)監管制度(du),加(jia)強對全(quan)(quan)過(guo)程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)服務(wu)(wu)市(shi)場的監管,規范工(gong)程(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)單(dan)位和(he)(he)從業人(ren)員的市(shi)場行為,推動咨(zi)詢(xun)(xun)單(dan)位切實(shi)提(ti)高服務(wu)(wu)質量和(he)(he)效率,促進我省全(quan)(quan)過(guo)程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)服務(wu)(wu)市(shi)場健(jian)康(kang)有序(xu)發(fa)展(zhan)。

(二)各(ge)市州要充分發(fa)揮政(zheng)府投(tou)資項(xiang)目和(he)國有企業(ye)投(tou)資項(xiang)目的(de)示范引領作用,引導一批政(zheng)府投(tou)資的(de)重大項(xiang)目決策和(he)工(gong)(gong)程(cheng)建(jian)設帶頭推(tui)行(xing)全(quan)(quan)(quan)過(guo)(guo)程(cheng)工(gong)(gong)程(cheng)咨(zi)(zi)詢(xun)(xun)模(mo)式(shi),鼓勵非政(zheng)府投(tou)資項(xiang)目的(de)建(jian)設單位根據(ju)項(xiang)目規模(mo)和(he)特點,積極委托(tuo)工(gong)(gong)程(cheng)建(jian)設全(quan)(quan)(quan)過(guo)(guo)程(cheng)咨(zi)(zi)詢(xun)(xun)服務(wu)。2021年(nian)起各(ge)地要建(jian)立采用全(quan)(quan)(quan)過(guo)(guo)程(cheng)工(gong)(gong)程(cheng)咨(zi)(zi)詢(xun)(xun)模(mo)式(shi)項(xiang)目庫,及時掌握全(quan)(quan)(quan)過(guo)(guo)程(cheng)工(gong)(gong)程(cheng)咨(zi)(zi)詢(xun)(xun)的(de)實施效果,總(zong)結(jie)和(he)推(tui)廣典型經驗,提(ti)高全(quan)(quan)(quan)過(guo)(guo)程(cheng)工(gong)(gong)程(cheng)咨(zi)(zi)詢(xun)(xun)服務(wu)發(fa)展的(de)行(xing)業(ye)認知(zhi)度和(he)影響力。

(三)鼓(gu)勵多(duo)種形式的全(quan)過程工(gong)(gong)(gong)程咨(zi)(zi)詢(xun)(xun)服(fu)務模式市場化(hua)(hua)發(fa)展,除投(tou)(tou)資決策綜合性咨(zi)(zi)詢(xun)(xun)和(he)工(gong)(gong)(gong)程建設(she)全(quan)過程咨(zi)(zi)詢(xun)(xun)外,咨(zi)(zi)詢(xun)(xun)單位可根據市場需求,開(kai)展跨階段咨(zi)(zi)詢(xun)(xun)服(fu)務組(zu)(zu)合或同一階段內(nei)不同類型(xing)咨(zi)(zi)詢(xun)(xun)服(fu)務組(zu)(zu)合,為投(tou)(tou)資者或建設(she)單位提供多(duo)樣化(hua)(hua)的全(quan)過程工(gong)(gong)(gong)程咨(zi)(zi)詢(xun)(xun)服(fu)務。

(四)同(tong)一項目的全過程(cheng)工(gong)程(cheng)咨(zi)詢單(dan)位與工(gong)程(cheng)總承包、施工(gong)、材(cai)料設備(bei)供應(ying)單(dan)位之(zhi)間不得有控股、參(can)股、隸屬(shu)或(huo)其他管理(li)等利害關系。

(五)全(quan)過程(cheng)(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)服務(wu)(wu)(wu)實(shi)行項(xiang)(xiang)(xiang)目(mu)負(fu)責(ze)(ze)制。投資(zi)(zi)決策綜合(he)性咨(zi)詢(xun)(xun)應(ying)(ying)(ying)(ying)當充(chong)分發(fa)揮咨(zi)詢(xun)(xun)工(gong)(gong)程(cheng)(cheng)(cheng)師(投資(zi)(zi))的(de)(de)作用,鼓勵其作為(wei)綜合(he)性咨(zi)詢(xun)(xun)項(xiang)(xiang)(xiang)目(mu)負(fu)責(ze)(ze)人(ren)(ren)。工(gong)(gong)程(cheng)(cheng)(cheng)建(jian)設全(quan)過程(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)由牽頭單位派駐項(xiang)(xiang)(xiang)目(mu)負(fu)責(ze)(ze)人(ren)(ren),項(xiang)(xiang)(xiang)目(mu)負(fu)責(ze)(ze)人(ren)(ren)應(ying)(ying)(ying)(ying)當取得工(gong)(gong)程(cheng)(cheng)(cheng)建(jian)設類(lei)注冊(ce)執(zhi)業(ye)(ye)資(zi)(zi)格并注冊(ce)在(zai)派出單位,且具有(you)工(gong)(gong)程(cheng)(cheng)(cheng)類(lei)、工(gong)(gong)程(cheng)(cheng)(cheng)經(jing)濟(ji)類(lei)高級職稱(cheng),并具有(you)類(lei)似工(gong)(gong)程(cheng)(cheng)(cheng)經(jing)驗(yan)。對于(yu)工(gong)(gong)程(cheng)(cheng)(cheng)建(jian)設全(quan)過程(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)服務(wu)(wu)(wu)中承擔(dan)工(gong)(gong)程(cheng)(cheng)(cheng)勘察(cha)、設計(ji)、監理(li)或(huo)造價(jia)咨(zi)詢(xun)(xun)業(ye)(ye)務(wu)(wu)(wu)的(de)(de)負(fu)責(ze)(ze)人(ren)(ren),應(ying)(ying)(ying)(ying)具有(you)法律法規規定(ding)的(de)(de)相(xiang)應(ying)(ying)(ying)(ying)執(zhi)業(ye)(ye)資(zi)(zi)格。全(quan)過程(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)服務(wu)(wu)(wu)單位應(ying)(ying)(ying)(ying)根(gen)據項(xiang)(xiang)(xiang)目(mu)管(guan)理(li)需要配備具有(you)相(xiang)應(ying)(ying)(ying)(ying)執(zhi)業(ye)(ye)能力(li)的(de)(de)專業(ye)(ye)技術人(ren)(ren)員(yuan)和(he)管(guan)理(li)人(ren)(ren)員(yuan)。設計(ji)單位在(zai)民(min)用建(jian)筑中實(shi)施全(quan)過程(cheng)(cheng)(cheng)咨(zi)詢(xun)(xun)的(de)(de),要充(chong)分發(fa)揮建(jian)筑師的(de)(de)主導作用。

(六)全過程(cheng)工(gong)程(cheng)咨(zi)(zi)詢(xun)單(dan)位應當具有(you)與全過程(cheng)工(gong)程(cheng)咨(zi)(zi)詢(xun)業(ye)務(wu)相適應的服務(wu)能力,同時具有(you)良好(hao)的信譽。鼓勵(li)投資咨(zi)(zi)詢(xun)、招標(biao)代理(li)、勘察、設計、監(jian)理(li)、造價、項目(mu)管理(li)等企業(ye),采取(qu)聯合(he)經營(ying)、并購重組等方式完善資質條(tiao)件(jian),拓展業(ye)務(wu)范圍,實現資源整合(he),提高(gao)核心競爭力,發展滿足建設單(dan)位一體化服務(wu)需求的全過程(cheng)工(gong)程(cheng)咨(zi)(zi)詢(xun)。

(七)全(quan)過程工(gong)程咨(zi)詢(xun)(xun)單(dan)位(wei)應(ying)當以(yi)保證工(gong)程質量和安全(quan)為前提,幫助建(jian)設(she)單(dan)位(wei)提高(gao)建(jian)設(she)效(xiao)率、優化建(jian)設(she)資金。要切實履行合(he)同(tong)約定(ding)的各項義務(wu)(wu)、承擔相應(ying)責任,并對咨(zi)詢(xun)(xun)成果的真實性、有效(xiao)性和科學(xue)性負責。要高(gao)度重視企業自身(shen)的能(neng)(neng)力建(jian)設(she),加強對滿足全(quan)過程工(gong)程咨(zi)詢(xun)(xun)服(fu)(fu)務(wu)(wu)綜合(he)型人才的培(pei)養(yang)和引進,不斷(duan)建(jian)立(li)健全(quan)全(quan)過程咨(zi)詢(xun)(xun)服(fu)(fu)務(wu)(wu)管(guan)理體(ti)系,提高(gao)信息化管(guan)理與應(ying)用(yong)水平,培(pei)育綜合(he)性多元化服(fu)(fu)務(wu)(wu)及系統(tong)性問題一站(zhan)式整合(he)服(fu)(fu)務(wu)(wu)能(neng)(neng)力,為開(kai)展全(quan)過程工(gong)程咨(zi)詢(xun)(xun)業務(wu)(wu)提供保障。

(八(ba))有關(guan)行(xing)業協會應當充分(fen)發揮專業優勢(shi),積極參與全過(guo)程工程咨(zi)詢(xun)相(xiang)關(guan)政策和標(biao)準體系研究,引導咨(zi)詢(xun)單位提升全過(guo)程工程咨(zi)詢(xun)服務能力。

(九)房屋建筑(zhu)和市政基礎設施工(gong)程領域以外的(de)其他政府投(tou)資項目和國有企(qi)業(ye)投(tou)資項目可參照本實(shi)施意(yi)見執行,有行業(ye)規定(ding)的(de)從其規定(ding)。
